The Waterway Boulevard Multi-Use Path Elevation Project is a strategic infrastructure investment that enhances both mobility and flood protection along a critical corridor on Isle of Palms.
By raising the pathway to a more resilient elevation, the project supports reliable, year-round use while contributing to the City’s broader efforts to mitigate flooding and strengthen coastal resilience.
The December 2023 nor’easter serves as the project’s benchmark storm. Based on the project design, the elevated path will prevent water from the Intracoastal Waterway from flooding the homes located inland of the barrier during a similar event.
This project will protect the properties highlighted in yellow and blue from a similar storm coming from the waterway.
Phase 1 - Complete
New berms were installed on the golf course to serve as a flood barrier, providing enhanced protection against extreme tides, storm surge and rising sea levels. Though the work is largely invisible, blending seamlessly into the surrounding golf course and grassy areas, it significantly strengthens flood protection for the multi-use path and homes in the neighborhood.
Phase 2 - Wrapping Up
Designed to function as a dual-purpose asset, the elevated path not only improves safety and accessibility for pedestrians and cyclists, but also serves as a flood barrier that helps reduce the impacts of tidal flooding on surrounding neighborhoods.
In addition to raising pathways, the work includes widening the Waterway Blvd sidewalk to 8 feet in most areas, accommodating walkers and bikers, as well as installing check-valves to prevent tidal back flow.
The Bastion Group is currently on site and has completed all utility relocations. The project was delayed several weeks due to conflicts with utility services, but is moving again.
Phase 3 - Upcoming
The third and final phase will address two gaps in the barrier near 3607-3615 Waterway Blvd and Firestation #2. The City is currently analyzing alternatives.
Phase 3 will finish the continuous flood barrier made up of a combination of golf cart paths, berms and sidewalks, to mitigate flooding of the surrounding neighborhoods.
